Overview
Title I is a federal program which provides supplemental funding to schools that qualify according to Free And Reduced Meal Student (FARMS) eligibility. There are ten Title I schools in ACPS. The supplemental funding that these schools receive may provide personnel, professional development, instructional materials, or instructional programs such as the Compass Lab.

The following elementary schools have been identified to receive Title I supplemental funds and operate a schoolwide Title I program.

Schoolwide Title I Program Components
The purpose of a schoolwide program is to upgrade the entire educational program in a Title I school. The following components must be addressed in planning for a schoolwide program:
• Comprehensive needs assessment of the entire school which focuses on the achievement of students on the state academic content and achievement standards
• Schoolwide reform strategies based on scientifically based research designed to address the needs of all students and especially the low achieving students
• Instruction by highly qualified teachers
• High quality, ongoing professional development
• Strategies to attract high-quality, highly qualified teachers to high needs schools
• Strategies to increase parent involvement
• Plans to assist preschool children in their transition from early childhood programs to elementary school
• Decision making by teachers in the use of academic assessments to improve student achievement
• The use of additional, effective, and timely assistance for students who are not meeting the standards of proficiency
• Coordination and integration of federal, state, and local services and programs including violence prevention, nutrition, housing, Head Start, adult education, vocational and technical education, and job training
Each Title I school develops a schoolwide plan which includes all of the schoolwide Title I components. Schoolwide plans are available on each school’s website for parent/community review and comment. Annually, principals review the Title I schoolwide program with parents.

Home School Compact
The Home School Compact is developed by each school with input from parents. It outlines expectations for teachers, parents, and students in order to focus on increasing the academic achievement of all students. Teachers review the compact with students and parents during the school year. A copy of the compact is attached to each student’s assignment book.

Highly Qualified Staff
The No Child Left Behind Act, 2001 requires that all teachers and paraprofessionals in Title I schools be highly qualified. This requirement has been met by all Title I schools in Allegany County. Parents may request information regarding the highly qualified status of their child’s teacher and instructional assistant by contacting in writing the Office of Human Resources at the Allegany County Board of Education. Parents will be notified in writing by the school if a substitute teacher is in the classroom for four or more weeks and is not highly qualified.

Parent Involvement
ACPS welcomes parents as important team members in the educational process. Research proves that student achievement is positively impacted by the involvement of parents in their child’s education. All Title I schools implement the Parent Involvement Policy of the ACPS. Please utilize the link at the right to view the Parent Involvement Policy.
Each school develops a Parent Involvement Plan as part of its School Improvement Plan with input from parents. This plan is based on the National Network of School Partnerships. Each school’s Parent Involvement Plan is shared with parents. The implementation, monitoring, and evaluation of the plan is ongoing through parent participation and feedback. Parent Involvement Plans are available on each school’s website for parent/community review and comment.

School Improvement
School Improvement status is determined by the results of the Maryland School Assessment (MSA). This assessment is given to all students in grades 3, 4, and 5 in reading and math. If the results of the tests do not meet the state specified standards, a school will be placed in school improvement. All Title I schools have met the requirements for adequate yearly progress and, therefore, have not been identified for school improvement.
